Anastasia Shevchenko is a participant and a member of “Otkrytaya Rossia” (Open Russia) Social network movement council. She is charged under article 284.1 of the Criminal Code of Russia (carrying out the activity of a foreign or an international NGO which is considered undesirable on the territory of the Russian Federation; up to 6 years in prison). On January 23, 2019, the court has placed her under house arrest.
On March 15 Lenin district court of Rostov-on-Don has prolonged the house arrest till June 17, 2019.
The «Memorial» human rights center and Amnesty International recognized Shevchenko as a political inmate and a prisoner of conscience.
The politically motivated case against an innocent citizen has been initiated in Moscow according to an order from the Administration of the President of Russia. The goal is to work out a new legal mechanism of repressions against those unwanted citizens and social or political bodies. Artur Metzger, the head of Counter-extremist center of General Administration of MIA for Rostov region, turned out to be a vital link of the administrative operation of the Kremlin against “Otkrytaya Rossia” movement.

Senior special investigator of the second investigation department of the first investigation administration (located in Rostov-on-Don) of the Central investigation administration of Russian Federation, colonel of justice A. Tolmachev, after considering the crime report by the Head of Counter-extremist center of General Administration of MIA for Rostov region A. Metzger on detection criminal actions, taken by A. Shevchenko and falling under Article 284.1 of Russian Criminal Code, registered in Criminal report log of the first investigation administration, located in Rostov-on-Don) of the Central investigation administration under No. 170 dated December 20, 2018, and the materials of the procedural check.
Based on Metzger’s report, the investigator Tolmachev starts a criminal proceeding against Shevchenko.
Metzger recently took the position of the Head of Counter-extremist center of General Administration of MIA after Vasilii Puzanov, who has been earlier removed from office. According to our information, it was a pre-planned political rotation, run directly from Moscow. A. Metzger is known for his steadfast loyalty to the regime and has earlier participated in several resonant cases including his participation in the unlawful detention of farmers and truck drivers after the meeting with Presidential Plenipotentiary for South Federal District.
Metzger always says after human rights activists and dissidents in the region, neglecting every fundamental freedom and Constitutional rights of the citizens. The locals state that he considers himself as the owner of the whole Rostov region:
“During the assembly of the Kuban farmers, he showed his hands with his palms up and claimed that he was “a complete commoner,” which is recorded on the video. He invited the farmers to the cafeteria – to have a discussion in a more comfortable place, and slightly later – he was giving instructions on who should be taken to the police vans. The meeting of the farmers with the Presidential Plenipotentiary was called a “rally” for no reason. Once the Plenipotentiary left the cafeteria – the anti-riot team stormed the place lead by Metzger. It was the perfect timing of the Plenipotentiary to go.”

Metzger used to be the head of No.4 Police station in Lenin district of Rostov.
According to the official Central administration press-release, Artur Metzger was born in 1978 in Amur region. He started his career in MIA in 1994 when he went to Kazan branch of MIA of Russia Institute of Justice after graduating from Suvorov military college. His service took place in Kazan and Ekaterinburg. Since 2005 he was working on leading positions in the Administration of MIA of Russia for Sverdlov region. Before his assignment to Rostov, the lieutenant colonel worked for the MIA central administration for Volga federal district. He was awarded the Medal of the Order for Services to the Fatherland, II degree, as well as departmental awards.
